| 摘 要： | 行政文化是行政管理之魂.建设服务型政府,必须把服务型行政文化建设作为重中之重.服务型行政文化所体现参与性、开放性、法理性和效益性是构建服务型政府"民本"、"透明"、"法治"、"有效"要求的应有之义.笔者从行政价值观、行政政绩观、公务员的行政人格和行政制度体系这四个着力点入手来塑造服务型行政文化.
