产业融合下的衰退产业创新

产业衰退的根本原因在于其创新能力不足，衰退产业的转型与重生需要依靠加强产业创新来实现。在产业融合背景下，衰退产业通过与信息产业、绿色产业、生命科学产业的融合，实现产业创新，摆脱衰退。因此，政府需要建立企业自主退出机制，放松政府管制，增强企业创新的主动性，减少产业的政策壁垒；同时加强基础科学、应用技术研究及边缘交叉学科建设，注重培养融合型人才，为企业的融合创新提供知识、技术和人才支持。

Research of Innovation of Declining Industry Based on Industrial Convergence

The lessening of innovation ability causes an industry to decline,so that enhancing industry innovation is a major point to regenerate a declining industry.Under industry convergence Environment,innovation can be put into practice by convergence of declining industry with IT industry,green industry or life science industry.The government should build a self-determination quite mechanism for business and carry out deregulation to increase business's initiative and loose the barriers among industries.More over,basic sciences and applicated technologies should be reinforced,especially for inter-discipline,as well as culturing more convergence talents,in order to provide technologies and talents for business convergence innovation.
