中国海洋战略构建探析

21世纪是海洋的世纪,清晰的海洋战略对推动国家发展的意义重大,但我国目前还没有出台国家海洋战略。鉴于此,本文提出了中国海洋战略的制定应坚持国家利益原则、法治原则、和平利用原则和可持续发展原则。中国海洋战略要达到的政治目标、经济目标、科技目标、环境目标和文化目标,最后提出了推动中国海洋战略制定的具体措施。

Preliminary Studies on China's Ocean Strategy

The 21st century is the century of ocean, clear ocean strategy is of great significance to promote the development of nation, but at present China has not issued national ocean strategy. In view of this, the article puts forward that China’s ocean strategy should insist on the principle of national interest, the rule of law, the principle of peaceful use and the principles of sustainable development. The development goals of China’s ocean strategy include political goals, economic goals, technological objectives, environmental objectives and cultural objectives, finally this paper puts forward some specific measures to promote China’s ocean strategy formulation.
