摘    要:上海市黄浦江上游地区的工业污染防治对于保护取水口的水环境质量具有重要意义。为了克服通常单凭污染排放量决定污染治理对象的单因素决策方法在理论上的不足,本文力图通过多层次(宏观分析——中观分析——微观分析)、多因素(自然、经济、污染、人工干预等等)的系统过程分析,逐步筛选出在各层次处于突出前位的某些工业污染源,进一步加以综合分析、归纳,在整个上游地区总体分析的基础上,从管理与治理两个方面,提出上游地区工业污染的整治方案和措施建议。

Abstract:The treatment of the industrial pollution at the upper reaches of the Huangpu River in Shanghai is of great importance to protection of the environmental water quality at the water intakes.Obviously,the usual single-factor way of policy- making,which determines targets of poliution treatment depending on the drainage volume,is theoretically inadequate.To overcome this inadequacy,using multi- level(macro-medium-micro)and multi-factor(nature,economy,pollution, artificial intervention,etc.)way of systematical analysis of the whole procedure, this article gradually selects some leading sources of industrial pollution at different levels.Hence plans,measures and suggestions for treating the industrial pollution at the upper reaches of the Huangpu River,taking both management and treatment into consideration,are presented on the basis of comprehensive analysis and summarization,viewing the situation of the area as a whole.
