基层科技创新能力评价指标体系研究

县(市)是国民经济的基本单元,是功能相对完备的综合经济体系,具有完整的一、二、三产业部门,是区域经济的重要基础。同时,创新型县(市)的建设也是创新型省份建设的重要组成部分。在区域创新体系理论和区域经济理论的指导下,借鉴国内现有创新评价指标研究的经验,结合我国基层政府考核指标,在我国现有统计体系的基础上,建立了基层科技创新能力评价指标体系,并对江苏省苏南地区14个县市的科技创新能力进行了评价分析,为基层科技创新工作中的创新活动、创新组织和创新资源等方面进行监测和评估提供参考,同时也为确保"十二五"末江苏省建成创新型省份提供支撑。

Research on the Evaluation Index System of Basic Science and Technology Innovation Capability

Counties and cities are the basic unit of the national economy and the comprehensive economic system with relatively complete function. It has complete department of primary industry, the second industry and the third industry, and it is an important basis for regional economy. At the same time, construction of innovative counties and cities is also an important part of construction of innovative provinces. Under the guidance of regional innovation system theory and regional economic theory, referring to the existing re-search experience of domestic innovation evaluation index, combined with the assessment index of Chinese basic-level government, this research establishes the evaluation index system of innovation capability of basic science and technology based on the existing statistical system, evaluates and analyzes the science and technology innovation ability of 14 counties and cities of South Jiangsu region in Jiangsu province. This research could provide reference for monitoring and evaluating the innovation of basic science and technology in innova-tion activities, innovation organization and innovation resources, and also provide support to ensure the construction of innovative prov-inces by the end of 2015.
