英人贝尔与达赖"新政"之关系考析--兼论达赖"新政"的性质

民国初期(20世纪一二十年代)十三世达赖在西藏实施的“新政”，是西藏近代历史上的重大历史事件。在达赖“新政”的过程中，英国人特别是贝尔在其中起了极其重要的作用。本文通过第一手材料，全面、客观地研究分析英人特别是贝尔与达赖“新政”的密切关系，旨在说明达赖“新政”，复杂的政治背景，从而透过现象看清本质，以便对达赖“新政”的性质有一个全面的把握和准确的认识。即达赖的“新政”是在英国支持下为拯救西藏封建农奴制并企图自立割据而进行的一场自上而下的极不彻底的改革，带有浓厚的半殖民地色彩的历史烙印。

Consideration on the relationship between Bell and Dalai's New Deal

During the decade of1920s,New Deal was being practiced in Tibet by13th Dalai,which was a historic event in Tibet recent history.British men especially Bell played an important role during the course of New Deal.This paper analyses the close relationship between British men esp.Bell and Dalai' s New Deal through the thorough and objective firsthand materials,trying to unveil the complicated political background of Dalai' s New Deal policy thus to clarify the nature of it and for the better knowledge of it.Dalai' s New Deal is a top-down incomplete reform,backed up by Britain,for the survival of Tibetan feu - dal serfdom and for the attempted independence,which is much ingrained semi-colony-natured.
