| Abstract: | A structural model for the factors restricting pilot-technological transfer is given with ISM method. The interrelation of the factors and their mechanism acting on pilot-technological transfer are analyzed. Two main factors, knowledge structure and resource structure, are emphasized and some policies are suggested. |
