| 摘 要： | 认为暴雨、地势低洼是形成武汉市渍涝灾害的重要原因，其防治的战略措施是：强化综合防灾的意识，开展渍涝灾害科学的综合研究，加强防治渍涝灾害的综合管理、增强抵御灾害的能力，增强排水减灾工程建设的投入，强化综合减灾的法制管理。

| Abstract: | Rainstorm and lowlying relief are the main causes of waterlogging disaster in Wuhan. The effects upon the waferlogging disasters analysed from Wuhan City Social Environment System, the strategic measures include:intensifying synthetical disaster preventing consciousness, developing synthetical study on waterlogging disasters, enforcing synthetical supervision on waterlogging disasters, consolidating the ability of withstanding disasters, adding the input to the construction of drainage engineerings, strengthening the legal systematic administration upon synthetical reducing disasters. |
