环境成本内在化对浙江产业国际竞争力影响的实证分析

文章在浙江出口量较大的产业中选取了部分污染产业,将产业分成强污染组和相对较弱污染组,并利用2002-2011年10年的面板数据,进行了环境成本内在化对产业国际竞争力影响的实证分析.分析发现：不论是强污染组,还是相对较弱污染组,其回归结果均显示环境成本内在化对产业国际竞争力在5％水平上显著为负;不同组的影响程度相差较大,强污染组有较大的弹性系数（-8.71）,而弱污染组的弹性系数仅为-1.39.这一结果说明环境管制是影响产业国际竞争力的重要因素,需引起相关部门的重视,并需思考如何更好地刺激理论上正向影响作用的发生.

An Empirical Analysis on the Influence of Environmental Cost Internalization on International Competitiveness of Industry

In order to analyze the influence of environmental cost internalization on international competitiveness of industry, this paper selected four pollution-intensive industries from industries with big export volumes in Zhejiang. The selected industries were then divided into two groups according to their pollution performance, strong pollution industry and weak pollution industry. The empirical analysis of both groups was completed by using panel data during 2002-2011. The result indicated that environmental cost internalization has a negative effect on international competitiveness of industry. However, the elasticities of environmental cost internalization and international competitiveness of industry show that the influence degree of the two groups are different. The elasticities of strong pollution industry is minus 8.71,while this number of weak pollution industry is minus 1.39. Thus, government should realize that the impact of environmental regulation on international competitiveness of industry can＇t be neglected, and we need to think about how to motivate the theoretical positive affect of environmental cost internalization on international competitiveness of industry.
