开放大学“学分银行”制度分析

建设开放大学是电大教育发展的必然趋势,其提供的开放性和多样性教育为建设学习型社会提供了新的着力点,而“学分银行”制度是开放大学得以健康发展的重要基础.作为一种新型学分管理方法,“学分银行”制度借鉴银行的管理模式进行学分管理,在方便教学管理的同时,为学习者提供更加灵活的服务.借鉴欧盟和韩国在此方面的经验,我们可以从“学分银行”的结构设计、学分银行的运行机制进行“学分银行”制度的体系设计,尽快建立适应我国国情的“学分银行”制度.

Analysis on Credit Bank System in Open University

It is an inevitable trend to build open universities instead of TV universities, for the open and multiplex education provided by open universities can create opportunities for the con- struetion of learning society while Credit Bank System is an important basis for the better develop- ment of open universities. Credit Bank System, a new management of credits, which has drawn in- spiration from the bank management system, is able to provide learners with more flexible service, and facilitate education administration as well. With reference to the experience of European Union and Korea, we should develop the system from the structure and operation of credit bank with Chi- nese characteristics as soon as possible.
