| 摘 要： | 目前高校特别是地方高校财政吃紧是个突出问题，严重困扰着高校的生存与发展。本文通过对高校财政拨款体制演进的分析，提出高校要在财政拨款体制上进行创新，以解决生存危机。其中改革拨款方式、建立教育基金、实行投资主体多元化是有效手段。

| Abstract: | At present,financial crisis in universities and colleges is very obvious,especially in the local ones.This constitutes a great threat to the survival and development of colleges and universities.By analyzing the financial allocation system of universities and colle- ges,this article puts forward that financial allocation system must be innovated to solve the survival crisis,effective ways of which in- cludes reforming appropriation mode,setting education fund and diversifying investment subjects. |
