俄、乌天然气争端,有其深刻政治因素,俄以经济手段为幌子,以能源为王牌,试图实现控制乌融入西方、脱离独联体的政治目的,加强对独联体国家的整合,恢复其政治大国地位,反击以美国为首的西方国家对俄的遏制。从对俄乌天然气争端的政治因素分析中可以看出,能源问题应上升到国家安全战略高度;能源不要过分依赖一国,必须探讨能源进口多元化之路;建立能源储备机制势在必行。

A Discussion of China's Energy Safety Based on the Natural Gas Dispute between Russia and Ukraine

There are political reasons for the natural gas dispute between Russia and Ukraine.Russia,with economic means as the tool and energy resources in particular,intends to prevent Ukraine from getting out of the CIS and into the group of western countries.It is the efforts to strengthen the integration of CIS,regain its status of being a political power and fight against the containment of western countries.The analysis of the political factors behind the natural gas dispute shows that the issue energy resources shall be considered to be the state strategic safety;the energy resources shall be imported from multiple countries,rather than be too dependent on one country only;and it is urgent to establish energy reserves.
