| Abstract: | At present, the system of safeguard for the minimum cost of living of the urban residents is promoted well, which plays an important role in aspects of guaranteeing the basic living conditions and promoting the employment and re-employment of the laid off workers and unemployed labors. However the poverty is still a worldwide problem. We should use the experiences of foreign countries in aspect of releasing the poverty for reference, and promote the smooth practice of our country's urban help-the-poor work. |
