| 摘 要： | 推行供热按计量收费是福利型供热体制向市场型供热体制转变的具体体现。热计量收费应合理选择采暖系统、适合热计量的室外供热系统及其控制，同时，热计量收费价格的确定要考虑多方面的因素，热计量一定要和温控配合使用，才能达到最好的节能效果。

| Abstract: | Carrying out the measuring fee method for the heat- supply is a concrete expression of the transformation of the welfare- type heat- supply system into the market- type heat- supply system. The measuring fee method should make rational selection of the heating system, the outdoor heating system and its control should fit in with the thermal measurement, at the same time, the pricing of the measuring fee method should take factors of multiaspects into consideration. And the thermal measurement must be used together with the temperature control to realize the better result of the energy conservation. |
