新高考改革利益相关者的媒介话语权分配研究——基于主流媒体对F省报道的分析

摘    要:基于我国F省新高考改革主流媒体报道的分析,新高考改革的媒介话语主体主要来源于政府、高中、高校、媒体以及其他教育机构与社会部门。这些话语群体多数为新高考改革的确定型、预期型以及潜在型利益相关者,是新高考改革政府利益、升学利益、招生利益以及社会利益的相关者,拥有主流媒介所赋予的定义权,意在通过媒介沟通协同治理新高考改革的公共事项。各类新高考改革利益相关者参与媒介议程建构,在媒介议程设置、政策议程设置以及公民参与技术层面体现出合理性,但利益相关者共同体内部的媒介话语权分配却呈现出明显的职权差异、地区差异以及学校差异。究其本质,新高考改革赋予不同主体身份的科层制权威、魅力型权威等判定权威类型是其诱因,其中科层制权威是形成沉默大多数和固化身份秩序的关键。为促进新高考改革利益相关者媒介话语权分配的内部均衡,需要关注的均衡策略主要是促进媒体层面新高考改革媒介话语权的赋权增能,以及促进新高考政策利益相关者参与媒介议程建构的法治化。

Abstract:Based on the analysis of the mainstream media reports of the new college entrance examination reform in F province,the main media discourse subjects mainly come from the government,high schools,universities,media and other educational institutions and social sectors.Most of these discourse groups are the definitive,expectant and latent stakeholders of the new college entrance examination reform.They have the power,urgency and legitimacy and they are the stakeholders of the interests of the government,entrance,enrollment and society of the new college entrance examination reform.They have the definition rights entrusted by the mainstream media and intend to coordinate the governance of the public matters for the new college entrance examination through the media communication.The stakeholders’participation in the media agenda construction in the new college entrance examination reform is reasonable in the setting of media agenda,policy agenda and citizen participation technology level,but the distribution of media discourse power within the stakeholder community shows the obvious differences in the authority,region and school.In essence,the new college entrance examination reform gives different types of authority,such as the authority of bureaucratic and charisma.The bureaucratic authority is the key to form the silent majority and solidify the identity order.In order to promote the internal balance of the distribution of media discourse power among the stakeholders in the new college entrance examination reform,the balanced strategy should be paid attention to,that is,to promote the empowerment of media discourse power at the media level and the legalization of the participation of stakeholders in the construction of media agenda in the new college entrance examination policy.
