区域矿产资源的演化路径与可持续发展效率评估*

本文在对区域矿产资源的自然演化路径分析的基础上,对其可持续发展过程中需要解决的资源的配置、资源的替代和循环利用、代际分配、生态属性、资源的耗竭及资源稀缺性等关键问题进行阐述和分析;进而基于特定区域的中等自给率方案(自给率为50%~55%)的仿真数据,对其矿产资源的可持续发展效率进行了DEA评价,结果显示该区域矿资源的开发规模在此种方案下是逐渐趋于合理和有效的状态;最后提出了构建合理的区域矿产资源发展战略、加强资源耗竭与国民经济急需的矿产资源的勘查工作、加大对替代资源的研究和勘查力度等相关对策建议,以期为促进区域矿产资源的可持续发展提供参考。

Efficiency Evaluating of Evolution Path and Sustainable Development of Regional Mineral Resources

Since the end of last century, China"s industrial economy into the key period of rapid growth, many mineral resources consumption reached a hitherto unknown growth speed, the contradiction between supply and demand is increasing, how will the non-renewable, limited mineral resources reasonable use of it has become a common concern of social problems nowadays. In this paper, taking this as the foundation, has conducted the system research of natural evolution and sustainable development of mineral resources, and through the simulation, the sustainable development of mineral resources in specific regions of the efficiency evaluation, draw some conclusions, hope these conclusions can guide practice in a certain extent.
