基于博弈分析的城市综合管廊收费对策研究

综合管廊实施合--+对于减轻政府财政负担、拓宽投融资渠道,改进综合管廊的投资建设运营管理模式、充分发挥综合管廊的综合效益,实现综合管廊的可持续发展有着至关重要的作用。本文建立了综合管廊的收费过程中综合管廊管理者与管线单位的博弈模型,通过求解模型的均衡解,深入研究了综合管廊收费中博弈各方的决策机制,并结合求解结果分析了影响博弈的相关因素;最后在博弈分析的基础上提出了明确综合管廊的准公共物品定位、完善配套法规体系、建立与收费机制相协调的多元投融资模式、制定兼顾各方利益的收费定价机制等实施综合管廊收费的对策。

Research of Charge Strategy for Urban Municipal Utility Tunnel Based on Game Theory Analysis

The reasonable charges of municipal utility tunnel is important for abating government finance burdens, widening investment and financing ways, improving the models of municipal utility tunnel investment, construction and management and achieving the durative development of municipal utility tunnel. A game model between municipal utility tunnel management departments and pipeline departments is established in this paper. Combined with the equilibrium solution of the model, the decision-making mechanism of each side in the municipal utility tunnel charge is researched and the influencing factors are analyzed. At last, several charge strategies of municipal utility tunnel, such as acknowledging municipal utility tunnel as quasi-public goods, constituting the corresponding rules of law, constructing the multi-source models of investment and financing in coordination with charge mechanism, establishing the charge mechanism which is beneficial to each side etc, are proposed based on abovementioned analyses.
