| 摘 要： | 通过对区域卫生规划的理论基础、现状剖析，探讨区域卫生规划在新医改形势下面临的机遇与挑战，借鉴国际区域卫生规划的经验，试图建构以居民卫生服务需求为导向的高效率、重公平的区域卫生规划政策，为相关部门制定进一步的配套政策和措施提供需要密切关注的关键点，为推动新医改方案下区域卫生规划工作的落实和开展提供依据。
