In the initial phase of socialism, our country should not only develop productivity but also raise the people's economic status. In order to adjust to the present-day basic economic institutions, public capital needs to withdraw from some areas and enterprises for the growth of a multi-ownership economy so as to enhance the reshaping of ownership structure. As a result, a formal reshaping of public ownership will be realized through developing a complex-ownership economy with the stock system as the leading sector. Meanwhile, private economy can actualize a promotion of its status through re-adjustment of its system and participation in reshaping the ownership.
