摘    要:国内外温室气体减排机制下,批准了多个水泥生产相关的减排方法学,其中水泥生产阶段4个,上游原材料生产1个,下游水泥制品生产2个。《京都议定书》承诺期内,中国注册水泥生产相关CDM项目88个,注册VCS项目5个。在全国碳排放权交易市场下,水泥生产法人边界内实施的温室气体减排项目,减排效果表现为实际排放量的降低,无法再申请减排量,企业投资决策中可利用减排方法学预估减排效果与潜在收益。但是产业链上下游实施的减排项目,仍可申请减排量,助力全产业链的减排行动。

Abstract:Under international and domestic GHG emission reduction mechanisms, several emission reduction methodologies related to cement production have been approved, including four in cement production stages, one in raw material production and two in cement product production. Within the commitment period of the Kyoto Protocol, totally 88 CDM projects and 5 VCS projects related to cement production registered in China. In the national carbon emission trading market, for GHG emission reduction projects implemented within the boundaries of cement production, the effect of emission reduction is reflected in the reduction of actual emissions, which cannot be applied for emission reduction again. Emission reduction methodology can be used to estimate emission reduction effect and potential income in investment decision-making. However, emission reduction projects implemented in the upper and lower reaches of the industrial chain can still apply for emission reduction, helping the whole industrial chain to reduce GHG emissions.
