| 摘 要： | 排污权交易是水污染总量控制潜在的重要环境管理手段之一，有助于实现经济效益、社会效益和环境效益的有机统一。分析了排污权交易的基本理论，确定了排污权交易市场机制建立的基本条件，分析了长江流域实施排污权交易制度的可行性，初步构建了长江流域排污权交易制度的框架方案，提出一套运用经济手段进行水污染总量控制和排污权交易管理的有效模式。
