构建节能服务产业发展支持体系探讨

节能服务产业是通过节能服务公司推广合同能源管理（EPC）节能机制来提供节能服务的行业。近几年我国节能服务产业发展迅速，2006年节能服务产业总产值82．55亿元，2007年增长到216．57亿元，2008年增长到417．3亿元。2008年EPC项目年节能能力达到569．27×10^4t标准煤，减排二氧化碳367．18×10^4t。随着节能服务公司逐步成长．产业竞争日趋加剧，节能服务市场也逐步扩大。制约我国节能服务产业发展的因素包括：大众节能服务意识淡薄．节能服务人才匮乏，融资困难，行业制度不完善，政府专项支持政策明显不足。要构建节能服务产业发展支持体系，推进节能服务产业发展，必须加大宣传力度，培育节能服务人才，促进融资手段多样化，建立行业制度，健全政策激励。

A Discussion on Establishing a Supportive System for Development of Energy-saving Service Industry

In the energy-saving service industry,energy-saving service companies provide services through the energy performance contracting（EPC） energy management and saving mechanism.In recent years,China＇s energy-saving service industry has been growing rapidly.In 2006,the total output value of the industry was 8.255 billion Yuan,in 2007 21.657 billion Yuan and in 2008 41.73 billion Yuan.In 2008,the total annual energy-saving capability of EPC projects reached 569.27×10^4t of coal equivalent and carbon dioxide emissions dropped by 367.18×10^4t.With the increase in the number of energy-saving service providers,competition is mounting up and the size of the energy-saving service market is also increasing.Constraints on the development of the domestic energy-saving industry include a lack of awareness of energy-saving services among the public,a shortage of people specializing in providing energy-saving services,difficult financing,imperfect industry system and a significant deficiency in government incentive policies.To establish a well-functioning system to support the development of the energy-saving service industry,China must move to promote the awareness of energy-saving services among the public,cultivate professionals,diversify financing sources,establish industry systems and perfect its policy incentives.
