| 摘 要： | 建设服务型政府这一目标,首先是由地方政府提出的。2005年3月建设服务型政府这一目标被写入十届人大三次会议的政府工作报告中,并经人大批准上升为国家意志。然而,在学术界,对于服务型政府这一概念的解释并未达成一致的认识。因此,这种理论还并未成熟,而政府在建设服务型政府方面还存在许多限制性因素。从政府职能方面对服务型政府的一些基本特征进行分析,并从我国国情出发分析建设服务型政府的现实条件和一些限制性因素。
