泛珠三角经济合作圈的能源合作框架探讨

泛珠三角区域经济合作是以CEPA为框架的区域经济合作,9+2模式涵盖了该区域经济发展的方方面面,但是做为经济发展的核心要素,能源合作在泛珠三角区域经济合作的框架里并不突出。本文的研究建立在阐述总结世界上现有区域能源合作形式的前提下,分析泛珠三角能源结构和合作现状以及不足之处,以区域经济共同发展为目标,提出了针对区域能源合作战略框架的若干建议,其中区域石油储备合作计划的构想具有深远的战略意义。

Discussion on Energy Cooperation Framework of Inter-Regional Economy Cooperation Circle in Pan-Zhu River Delta

Pan-Zhu River Delta inter-regional economy cooperation is a cooperation based on CEPAframework, which is called as “9+2” model. Energy cooperation is not so outstandingly described in thisframework although it is a key factor for economy development. The study is based on summary of currentinter-regional energy cooperation models to analyze its situation and deficiency. And then taking inter-re-gional economy common development as an objective, suggestions targeted at inter-regional energy coopera-tion framework are given in the paper, among them inter-regional oil reserve cooperation plan has very pro-found strategy significance.
