山东滨州市棉花产业高质量发展途径探讨

为适应黄河三角洲高效生态经济开发及农业农村经济结构战略性调整的需要,促进滨州市棉花产业转型升级提质增效和健康稳定发展。作者结合滨州市“十三·五”棉花产业实际情况,探讨了“十四·五”棉花产业高质量发展途径。提出了“打造黄河三角洲高品质棉花生产基地,建设鲁北地区最大的棉花秸秆等废弃物循环经济综合利用工程、棉花良种引进和改良及繁育产业化工程、棉田间作套种工程,开展棉田规模化和标准化建设工程,推进智慧棉业建设工程、休闲观光棉业发展工程,实施产业强镇示范带动工程”的棉花产业高质量发展路径。并制定了抓好政策落实,依托棉花项目,狠抓科技投入,加快产业化进程等发展保障措施。旨在“十四·五”期间将滨州市打造成“世界级纺织家纺服装的产业基地”。

Discussion on High Quality Development of Cotton Industry in Binzhou of Shandong Province

In order to meet the needs of efficient ecological economic development and strategic adjustment of agricultural and rural economic structure in the Yellow River Delta,it will promote the transformation and upgrading of cotton industry in Binzhou,improve quality and efficiency,and healthy and stable development.Based on the actual situation of the cotton industry in Binzhou during the“13th Five-Year Plan”period,the author discussed the high-quality development of the“14th Five-Year Plan”cotton industry.Proposed“to build a high-quality cotton production base in the Yellow River Delta,to build the largest comprehensive utilization project of cotton stalks and other waste recycling economy in northern Shandong,to introduce and improve cotton varieties and industrialization of breeding,to interplant cotton fields,to carry out large-scale and standardized construction projects of cotton fields,promote the construction project of smart cotton industry,leisure and sightseeing cotton industry development projects,and implement industrial strong town demonstration project”which is the high-quality development path of the cotton industry.It is also formulated measures to ensure policy implementation,rely on cotton projects,pay close attention to scientific and technological investment,and accelerate the process of industrialization.The purpose is to build Binzhou into a'world textile,home textile and apparel industry base'during the'14th Five-Year'period.
