从辽宁省第一次全国水利普查成果应用需求出发，建立了辽宁省基础水信息平台，介绍了平台的设计与功能实现。该平台不仅实现了对辽宁省第一次全国水利普查成果的统一管理与应用，而且为水利普查成果开发应用开阔了思路，具有较大的推广和参考价值。

The Design and Implementation of Basic Water Information Platform in Liaoning Province

In order to apply the results of first national census for water resources, this paper proposes a basic water information platform for Liaoning Province. The design and functions of the platform are introduced. The platform is not only ful y managing the results of first national census for water resources in Liaoning province, but also wildly applied to the survey of water resources. The system has a potential as useful tool and reference to other provinces in China.
