| 摘 要： | 本文旨在为解决中国大城市中的低收入人群安居问题提供一种思路和模式。文章详细地阐述和分析了西欧福利国家荷兰的百年社会住房体系——它的历史发展沿革、法律框架、外部监督管理机制、开发机构的内部组织以及资金运作机制，通过分析取其长处并结合当前国内住房市场的现状，文章最后提出了构建我国大城市社会住房体系的五点基本原则，供广大规划和决策者讨论参考。
