市政基础设施管理体系协同机制研究

为解决我国市政基础设施管理体系长期存在的多主体缺乏协同的问题，从主体、权责、模式 3 个角度切入分析，发现多主体动机异化、权责配置的交叉与悬浮及分段式管理模式滞后所形成的逻辑闭环是导致问题形成的关键。基于“程序-结构”协同机制框架，构建我国市政基础设施管理体系的协同机制，以降低交易成本与减少合作风险促进市政基础设施管理体系内多主体间达成协同。并提出促进协同治理的相关建议，为解决问题提供参考思路。

Research on the Collaboration Mechanism of MunicipalInfrastructure Management System

To solve the long-standing problem of lack of collaboration among multiple subjects in China’s municipal infrastructuremanagement system, this research conducted an analysis from the perspective of subject, authority, and responsibility. It was foundthat the logically closed loop formed by multi-subject motive alienation, the overlap and lack of power allocation, and the lag ofsegmented management mode is the key to the problem. Based on the framework of the “process-structure” collaborativemechanism, the collaborative mechanism of China’s municipal infrastructure management system was constructed. This researchproposed that reducing transaction costs and risk of cooperation were effective ways to promote collaboration among the municipalinfrastructure management systems. Suggestions to promote collaborative governance were put forward to inspire problem-solving.
