摘    要:区域水资源开发利用程度的综合评价涉及资源、环境、经济、人口和社会5个子系统,是一个复杂的系统分析问题。文章在分析TOPSIS计算方法的基础上,提出了它存在靠近正理想解的方案可能也靠近负理想解的问题,引入"垂直距离"来代替欧氏距离,用熵值法来取代一般的主观权值法,对TOPSIS模型进行了改进;并将改进后的模型用来分析评价都江堰灌区的水资源利用程度以判断各地区的开发潜力及确定各灌区分水量。应用结果表明该模型计算更简单和科学,结果合理。

Abstract:Comprehensive appraisal of development and utilization of regional water resources is a complex system analysis problem which involves 5 sub-systems,i.e.resources,environment,economics,population and society.The paper has,based on analysis of the TOPSIS calculation method,raised a problem that is close to positive ideal solution and probably also to negative ideal solution,then introduced replacement of the Euclid distance by the "vertical distance" and of conventional subjective weighted value method by entropic value method,and finally improved the TOPSIS model.The paper has made analysis and appraisal of the utilization extent of the water resources available in the Dujiangyan irrigated areas using the improved model to determine the development potential of various regions and water distribution of irrigated areas.The model has proved even more simple,advanced and reasonable in terms of calculation.
