| 摘 要： | 排污权交易制度已成为当前最具发展前景的环境政策工具，它采用市场化的运行模式，在最大程度上达到环境保护与经济发展的双赢效果。文章深入分析了完全竞争市场条件下排污权交易的价格形成机制，探讨了政府在排污权交易定价机制中的作用，旨在为排污权交易市场功能的充分发挥提供帮助。

| Abstract: | Emission Trading System（ETS） has already become the most potential environmental policy tool. It depends on the market mechanism which obtains win-win and co-existing between environmental protection and economic development. The article analyzed pricing mechanism of ETS under the market structure of perfect competition and explored the correspondent role which the government should play in ETS. |
