建筑业高质量发展评价指标体系研究

我国经济步入新常态，建筑业发展的外部供需条件产生了巨大的变化。以往评价建筑业发展情况的指标体系聚焦在行业表面的、共性的指标，如总产值、企业数量等，不符合当下的高质量发展理念。基于此，通过系统梳理现有研究、国内外政策规划、行业研究报告等文献，深入研析了建筑业高质量发展的内涵，提炼出宏观表现、建筑产品、社会效益、国际化以及建造过程5项一级评价维度以及17项二级评价维度，并通过专家研讨，对初步构建的指标体系进行了调整，确定了最终的评价指标体系。通过对北京市建筑业发展情况进行实证研究，验证了指标体系的可靠性。该指标体系有助于理清建筑业发展的评价思路，为相关部门制定针对性的政策提供参考。

Study on the Index System for Evaluating the High-quality Development of the Construction Industry

The current external environment of the construction industry has changed enormously since the new normal of economic growth.Previous evaluation dimensions and indexes focus on the factors including the total value of output and the number of enterprises,which are contrary to the current concept of high-quality development.Therefore,after reviewing the related paper as well as domestic and international construction industry policies,this study analyzed the implications of high-quality development of the construction industry and built a novel index system containing five first-level indicators and seventeenth second-level indicators.Then,we adjusted the initial one and constructed the final index system based on expert interview.Finally,we examined the effectiveness of the index system based on the construction industry of Beijing.This study helps to clarify the ideas for evaluating the construction industry and provides a reference for policy makers to make targeted policies.
