建设世界级盐湖产业基地的战略思考

指出了青海省建设世界级盐湖产业基地的现实需求和重要战略意义,系统分析了青海省盐湖产业发展的贡献、现状。随后,利用基础-企业-市场（GEM）模型,从资源、企业、市场3个维度分析了青海省盐湖产业发展存在的问题,具体包括:盐湖资源利用率低,高附加值产品较少；水电交通设施薄弱,生产要素成本较高；核心企业实力有限,科技创新投入不足；产学研合作不紧密,创新平台滞后；海外市场开拓不足,产业国际竞争力弱。最后,从提高自然资源利用效率、强化基础设施建设等基础要素,提升自主创新能力、推动产业跨界融合等企业要素,完善“大数据+”平台、推进资源开发国际合作等市场要素3个维度提出了青海省建设世界级盐湖产业基地的战略思考。

Strategic thinking on constructing world-class salt lake industrial base

The practical needs and important strategic significance of constructing a world-class salt lake industrial base in Qinghai province were pointed out,and the contribution and current situation of the development of salt lake industry in Qinghai province were systematically analyzed.Then,using the foundation enterprise market（GEM） model,the problems existing in the development of salt lake industry in Qinghai province from the three dimensions of resources,enterprises and markets were analyzed,including the low utilization rate of salt lake resources,less high value-added products,weak hydropower transportation facilities,high cost of production factors,limited strength of core enterprises,insufficient investment in scientific and technological innovation,unclose of industry university research cooperation,hysteretic innovation platform；insufficient development of overseas markets,and weak international competitiveness of the industry.Finally,from the three dimensions of improving the efficiency of natural resources utilization,strengthening infrastructure construction and other basic elements,improving the ability of independent innovation,promoting cross-border industrial integration and other enterprise elements,improving the“big data+”platform,promoting international cooperation in resource development and other market elements,the strategic thinking of Qinghai province to construct a world-class salt lake industrial base was put forward.
