| 摘 要： | “十五”期间，我国在进行节水型社会建设方面进行了积极的实践和探索。2000年，水利部党组推出了水权和水市场的理论框架；2001年，正式提出节水型社会建设；2003年，张掖等节水型社会建设试点的实践经验直接推动了我国节水型社会建设理念的发展，试点建设经验为全面推进节水型社会建设打下了坚实的基础。

| Abstract: | In the 10th Five-Year Plan period, building water-saving society was carried out effectively in China. In 2000, theoretical framework of water right and water market was proposed by the Party Group of the Ministry of Water Resources. In 2001, water-saving society establishment was formerly initiated. In 2003, the pilot project of water-saving society establishment in Zhangye speed up this concept popularization, which gained lays a solid foundation for promoting development of water-saving society in an all round way. |
