黑龙江省疾病预防控制系统慢性病防控人力资源现状调查

摘    要:目的分析黑龙江省慢性病防控工作人员现状,为加强慢性病防控能力建设,制定慢性病防控相关政策提供依据。方法通过全国慢性病预防控制能力调查网络问卷,调查2011年和2013年全省地市级和县区级所有疾病预防控制中心慢性非传染性疾病防控的人力资源情况。结果黑龙江省慢性病防控人员占疾控系统在岗人数的比例由4. 57%增长至5. 23%;本科学历构成比由40. 98%增长至46. 71%,硕士和博士均有所增长;医学类专业构成比从2011年的85. 32%降低至2013年的83. 53%,非医学类专业以及无专业人员构成比从14. 68%增长至16. 47%;正高级职称从5. 81%增长至6. 89%,无职称比例从9. 79%增长至12. 87%。结论黑龙江省慢性病防控人员比例增大,人员学历水平均有所增长,增加各级疾控机构慢性病防控专职人员数量,加强慢性病防控人员梯队建设,重视高学历人才的补充,加大医学类专业人才引进,以及加强慢性病防控业务培训仍是发展慢性病防控事业的重心。

Investigation on human resources of chronic disease prevention and control in Heilongjiang

Abstract:Objective To analyze the current situation of chronic disease prevention and control staff in Heilongjiang province,provide basis for strengthening the capacity building of chronic disease prevention and control and formulating relevant policies of chronic disease prevention and control. Methods Through the national chronic disease prevention and control ability survey network questionnaire,we investigated the human resources situation of chronic non-infectious disease prevention and control center of all the disease prevention and control centers at prefecture,city and county levels in 2011 and2013. Results The personnel percentage of chronic disease prevention and control in Heilongjiang province increased from4. 57% to 5. 23%. The proportion of personnel with bachelor’s degree increased from 40. 98% to 46. 71%,that with master and doctor degree all increased. The professional composition of medicine of the personnel decreased from 85. 32% in 2011 to 83. 53% in 2013. The professional composition of non-medical and non-professional staffs increased from 14. 68% to16. 47%. The proportion of them with senior title increased from 5. 81% to 6. 89%,the proportion of people without professional titles increased from 9. 79% to12. 87%. Conclusions The proportion of chronic disease prevention and control personnel in Heilongjiang has increased,and the education level of the personnel has increased. However,increasing the number of full-time chronic disease prevention and control personnel in disease control institutions at all levels,strengthening the construction of echelon of chronic disease prevention and control personnel,attaching importance to the supplement of highly educated personnel,increasing the introduction of medical professionals,and increasing the training of chronic disease prevention and control business are still the focus of the development of chronic disease prevention and control.
