重庆市煤矿安全生产事故风险管理关键技术研究

摘    要:针对重庆市煤矿事故风险管理工作,以8类主要煤矿事故为分析对象,以《重庆市突发事件风险管理操作指南(试行)》的“六表一图”为核心框架,开展煤矿事故风险评估工作。首先,列出“煤矿事故风险目录”,用“煤矿事故风险采集表”;其次,计算“煤矿事故风险损害后果”和“煤矿事故风险可能性”,绘制“煤矿事故风险矩阵图”,得出煤矿事故风险等级值;再次,根据煤矿事故风险评估的汇总结果,提出采用综合分析和历史比对方法,形成动态煤矿事故风险动态监测机制,提出风险的管理标准、技术措施、管理措施和应急准备,提出省级区域三级风险管理和信息管理机制;最后,以煤矿事故风险“五表一图”为基础框架,提供一种从9方面编制煤矿事故风险评估报告的方法和目录纲要,为省级区域煤矿事故风险管理提供一种示范案例。

Abstract:Aiming at the risk management of coal mine accidents in Chongqing,eight major coal mine accidents were used as analyzing object,the "six tables and a chart" of "Chongqing incident risk management operation guide(Trial)" was applied as the core framework,the work of coal mine accident risk assessment were carried out. First,make a list of risk about coal mine accidents,and make a table of collected imformation of coal mine accident risk;secondly,calculate the risk of and its possibility of coal mine accident,and draw a matrix of accident risk in coal mine,so the grade of risk about accidents can be gained;then,according to the summarized results,it was put forward to form dynamic monitoring mechanism of accident in coal mine based on comprehensive analysis and historical comparison method. Management standard,technical measure,countermeasures and emergency preparation of risk were proposed,three grade risk management and information management mechanism were introduced. Finally,taking "five tables and a chart" as the basic framework,an outline of compiling risk assessment reports in the regions of the whole province were introduced from nine aspects. All this has provided an model case for the risk management of coal mines′ accidents.
