| 摘 要： | 在深入研究国家现行安全监督管理体制和有关法律法规、安全技术标准的基础上，借鉴建筑领域安全生产监督工作的成熟经验，参照水利工程建设质量监督体制建设成果，探索建立和完善黄河水利工程安全监督管理体制的途径，提出工程建设安全监督机构实施安全监督检查的有效形式、技术手段和工作重点，以不断提高安全监督工作水平和安全监督科技含量，加快建立黄河水利工程安全监督管理运行机制，促进工程建设生产安全。

| Abstract: | Throughout studying our country existing safety supervision system and some laws and technology code, some effective forms and technology methods and important works were explored. This will improve technology level of the safety supervision management and also enhance the safety of the project construction. |
