浅议审议民主：内涵、超越与启示

民主是人类公共生活本质的特征，参与公共生活是现代公民的内在要求。价值意义上的民主实质要求人对于自我的全面控制，而这需要公民在不断的公共政治生活中培养起完善的公民人格和敏锐的政治观察力。审议民主（即协商民主）作为民主理论在20世纪下半叶的兴起有着充分的历史和价值背景，自由民主理论在实践中的失误催生了审议民主价值论的兴起，与参与式民主的不同也使得审议民主更具有可行性。作为对自由民主理论的矫正，审议民主也对我国的政治文明发展有着不可低估的贡献。

A Study of Deliberative Democracy in Modern Political Sight

Democracy is characteristic of human nature in public life and the participation in public life is an inherent requirement of the modern citizen. The essence of the democracy requires people should have the ability of self-control, which can be gained by constantly cultivating the perfect personality and keen political insight. Deliberative democracy came into being in the latter half of the 20th century with the historical background and the mistakes made by liberal democratic theory in practice spawned the value of deliberative democracy. Being different from participatory democracy , deliberative democracy makes more feasible. As a corrective to liberal democracy theory, the deliberative democracy theory plays a very important role in China＇s political civilization development.
