| 摘 要： | 公安院校担负着向公安机关培养、输送合格警察的重任，公安院校学生的素质直接影响公安机关的警察质量，影响公安工作的质量。新世纪的到来以及随之而来的新情况、新问题对公安教育提出了新的要求，教育模式、管理体制必须进行改革才能适应新要求，从而促进公安工作。
