旅游循环经济发展的新理念与运行的系统模式

循环经济是一种与环境友好、和谐发展的经济发展模式。目前已在工业生态园、生态农业区、生态城市建设等方面得到了应用，在旅游业发展中鲜有引入应用者。在旅游业中，实施旅游循环经济发展战略，是旅游业树立和落实科学发展观、促进旅游可持续发展的重大举措。发展旅游循环经济要树立新系统观、新经济观、新伦理观、新生产观、新消费观等理念，提高认识，转变观念，构建由政府主导、企业主动、市场驱动、公众参与的动力系统；构建由政府、旅游企业、旅游者、旅游行业协会、环保组织、相关产业支持的多层面共同运作系统；构建由政策法规、科技支撑、教育培训、监督评估等组织的支撑保障系统。从而实现资源最优化、环境损伤最小化、生态环境最优化、利益主体协调化、三大效益统一化、旅游发展可持续化的目标系统，共同组成旅游循环经济运行的系统模式，实现旅游循环经济的更大发展．

The New Development Conception of Tourism Circular Economy and its Systematic Operation Mode

Circular economy is a mode of economic development which aims at environmental benignancy and harmonious development. It has now been applied in some fields like the industrial ecological zone, eco-agricultural zone, eco-city construction, etc. However, it is rarely introduced and applied to tourism. Actualizing tourism circular economy is important for establishing and implementing the concept of scientific development and promoting the sustainable development of tourism. To improve tourism circular economy, new concepts related to economy, ethics, production, consumption, etc. should be introduced. A new integrated system operated and supported by the government, the enterprises, the market and the general public as well as all the departments concerned should be established. This will benefit tourism development in an environment-friendly way and realize the sustainable development of tourism circular economy.
