社会治理现代化的科学内涵、价值取向及实现路径

全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。国家治理体系包括经济、政治、文化、社会、生态文明和党的建设等各领域的体制、机制和法律安排,是一整套紧密相连、相互协调的国家制度。社会治理是国家治理的重要组成部分。社会治理现代化包括社会治理体系现代化和治理能力现代化两个方面。社会治理体系和治理能力是一个有机整体,相辅相成,有了科学的社会治理体系才能孕育高水平的治理能力,不断提高社会治理能力才能充分发挥社会治理体系的效能,不断健全完善社会治理体系。解决中国各种社会问题,实现各项既定目标,关键要靠社会治理现代化也就是社会治理体系和治理能力的现代化。所谓社会治理体系和治理能力的现代化,就是使社会治理体系制度化、科学化、规范化、程序化、精细化,使社会治理者善于运用法治思维、法治方法、法律制度治理社会,把中国特色社会主义各方面的制度优势转化为治理社会的效能。推进社会治理现代化,要求我们准确把握社会治理现代化的重要意义、科学内涵、基本理念、价值取向和基本路径,进一步改革社会治理体制、不断丰富、健全、完善社会治理体系、努力提高社会治理能力。

The Scientific Connation,Value Orientation of Social Governance Modernization and Its Realization Path

The overall goal of the comprehensive reform in China is to improve and develop the socialist system with Chinese characteristics, and promotes the modernization of national governance system and governance capacity. Social governance is an important part of national governance. The modernization of social governance includes the modernization of social governance system and that of governance capacity, the two of which are an organic whole and complement each other. A scientific system of social management breeds social management ability of high level, and the continual improvement of the latter will give full play to the effectiveness of the former. And they are also the key to the solution of the various social problems and the attainment of the set goals in China. To promote the modernization of social governance, we need to grasp its significance, scientific connota- tion, basic concept, value orientation and the basic path. Besides, we should implement further reform of the social governance system to enrich and improve it, and make efforts to improve the social governance capacity.
