基于非期望产出的新疆区域生态经济投入效益分析

摘    要:在加强生态文明建设的背景下,对新疆区域的生态经济投入效益进行分析有助于协调区域经济发展与生态环境的关系。为了解新疆区域生态经济投入效益的变化趋势,采用考虑非期望产出的超效率SBM模型和GML指数模型分别对2001—2017年新疆14个地州市的生态经济投入效益进行了静态分析和动态分析。结果表明:(1)新疆区域的生态经济投入效益水平较低,且各地州市的生态经济投入效益存在明显的差距,但各地州市的效益值都在呈现上升的趋势。(2)各地州市的生态经济投入效益存在明显差异的原因是资源要素的投入松弛,包括建成区面积、能源消费量以及用水总量的投入松弛。(3)新疆各地区的生态经济投入效益全部得到了改善,平均每年上升9.1%,且其提高的主要影响因素是技术进步。此外,宏观政策调控、经济发展水平以及产业结构也会对当地的生态经济投入效益产生影响。据此,提出以下建议:(1)分类指导,促进区域优势互补,加快绿色发展。(2)合理配置资源要素,提高资源利用效率。(3)加大技术研发投入,提高技术水平和管理水平。

Abstract:Owning to the rapid development of industrializationand the advancement of urban construction in Xinjiang,China,fragile ecologicalenvironments have faced more severe situations.In order to promote ecologicalprogress,it is helpful to coordinate the relationship between regional economicdevelopment and the ecological environment through analyzing the eco-economicinput efficiency in Xinjiang.To understand the changing trend of Xinjiang’sregional eco-economic input efficiency,this paper considers the built-up areaand total water and energy consumption as input indicators,while using the GDPof each region as the expected output index.Based on industrial wastewaterdischarge,smoke (dust) emissions,and sulfur dioxide emissions,a comprehensivepollution calculation index based on the entropy method is used as theundesirable output index.Firstly,an efficient SBM model considering theundesired output was used to measure the eco-economic input efficiencies of 14regions in Xinjiang from 2001 to 2017.On the basis of the global Malmquist-Luenbergerindex,variations in dynamic eco-economic input efficiencies were analyzed fromthe aspects of technological progress and technological efficiency.Then,thereasons for the disparity in eco-economic input efficiencies in differentregions were analyzed taking into consideration macro-policyregulation,economic development level,and industrial structure.According to theresults of this study,some pertinent suggestions are put forward in order toprovide data support and policy guidance toward promoting eco-economic inputefficiency and the coordinated development of regional economy and theecological environment,as well as the improvement of the eco-economic inputefficiency throughout the region.Our results allow thefollowing conclusions to be made:(1) the eco-economic input efficiency in theXinjiang region is low,and there is a clear gap between the eco-economic inputefficiency of each area,within,however,the efficiency value of each area showsan upward trend.(2) Obvious differences in eco-economic input efficiencybetween regions results from the input redundancy of resourceelements,including the built-up area,energy consumption,and total water consumption.(3)The eco-economic input efficiencies of all regions in Xinjiang have beenimproved,with an average annual increase of 9.1%;the principal factorinfluencing this improvement is technologicalprogress.Additionally,macroeconomic policy regulation,economic developmentlevels,and industrial structure also have pacts on local eco-economic inputefficiency.Based on these results,the following suggestions are proposed:(1) topromote complementary regional advantages and accelerate green developmentafter classifying by different regional conditions;(2) to reasonably allocateresource elements in order improve the efficiency of resource utilization;and(3) to increase investment in technology research and development and improvetechnical and management levels.
