In the paper, it analyzes and revises the calculation methods for energy saving, and studies on energy saving value in the condition of financial evaluation and economic evaluation. And also it researches the calculating method of emission reductions, with the quantitative analysis of major emission mitigation such as CO2, SO2. At the same time, the paper analyzes the issues and matters needing attention in the process of those calculations.
