| 摘 要： | 排污收费制度作为一项非常重要的环境保护法律制度，在海事监督管理业务中还未得到有效建立和实施，《海洋环境保护法》的修订通过，已为海事主管部门建立和实施该项制度提供了充足的法律依据，文中结合目前海事监督管理工作实际，提出了在海事监督管理工作中建立和实施排污收费制度的建议和设想。
