| 摘 要： | 高等级公路、桥梁、隧道、发电厂和垃圾处理场等基础设施是公共物品的重要组成部分。传统观念认为,提供基础设施是政府的职责。但是,在现实实践中,需要新的基础设施的提供方式。BOT就是一种创新模式:一方面利用私人或民间资本减轻政府提供基础设施的财政压力;另一方面利用其提供的先进管理技术和方法能有效提高公共物品的质量。

| Abstract: | Such basic facilities as the highways,bridges,tunnels,power plants,waste disposal sites are the important components of public goods.Traditionally,the provision of infrastructure is believed to be the duty of the government.However,new types of infrastructure provision are needed.Then BOT(Build-Operate-Transfer) is one of them.This innovative model,on the one hand,reduces the financial pressure on the government to provide infrastructure;on the other hand,the advanced management techniques and methods of private-owned enterprises can ensure better quality public goods. |
