TOT 项目第一阶段转让关键成功因素研究

TOT 项目相较于传统政府投资项目，具有提质增效且盘活存量资产的优点。通过文献分析法总结影响TOT 项目第一阶段转让的关键成功因素包括政策法规支持、定价合理、风险分配、运营保证和项目可持续性。搜集典型案例，运用定性比较分析法验证关键成功因素对TOT 项目第一阶段转让的组合影响，研究表明:当政策法规支持、定价合理和项目可持续性并存时或政策法规支持、定价合理、运营保证并存但风险分配有限合理，都有助于TOT 项目的成功转让。最后提出完善法规制度环境、加强国有资产评估、构建合理的风险分担机制、提高企业技术竞争力和评估项目效益的对策，提高TOT 项目第一阶段转让的成功率，推进TOT 模式规范化发展。

Research on Critical Success Factors of TOT Project Transfer in the First Stage

Compared with traditional government investment projects，Transfer-Operate-Transfer have the advantages of improvingquality and efficiency，as well as revitalizing existing assets. Through literature review，the critical success factors of the transfer ofthe TOT projects in the first stage are summarized including policy and legal support，reasonable pricing，risk allocation，operationalguarantee，and project sustainability. This paper collects typical cases and uses qualitative comparative analysis to verify thecombined impact of critical success factors to the first stage of the TOT projects transfer. The research shows that:When the projectshave policy and legal supports，reasonable pricing and sustainability，or when the projects have the policy and legal supports，reasonable pricing，and operational guarantees with limited reasonable risk allocation，both of these two situations contribute to thesuccessful transfer of TOT projects. Finally，in order to improve the success rate of the TOT project transfer in the first stage andpromote the standardized development of TOT，this paper proposes countermeasures to improve the regulatory environment，strengthen the evaluation of state-owned assets，build a reasonable risk allocation mechanism，improve technological competitivenessof corporations，and evaluate project benefits.
