| 摘 要： | 在服务贸易日益成为国际贸易竞争中的新领域、中国已成为WTO正式成员国的背景下，辽宁必须顺应国际服务贸易迅速发展的潮流，在全球服务贸易大体系中大力发展服务贸易，提升服务贸易竞争力。分析服务贸易及其特征、服务贸易壁垒及其形式，在指出辽宁省服务贸易优势和劣势的基础上，对贸易壁垒下辽宁省服务贸易的开放和保护进行分析，并从宏观和微观两方面提出《服务贸易总协定》框架下提升辽宁省服务贸易竞争力的对策，认为保护与开放的协调一致能够有效促进服务贸易的健康发展。
