摘    要:路线图编制是指导军队建设发展规划落地的关键一步。为解决路线图编制中的项目多模式选择、预算多军种均衡、收益尽可能优化的问题,基于资源受限的项目调度模型,建立多模式项目组合规划模型,探索一种军队建设项目组合规划方法。根据模型的复杂度,有针对地设计一种带有惩罚因子的模拟退火-遗传算法(SAGA-p),引入启发式变异算子,基于个体适应度和进化代数动态调整选择概率,同时考虑军种间预算权衡问题,引入均衡惩罚因子,保证算法的求解质量和效率。最后,通过仿真实验验证算法求解军队建设项目规划路线图编制问题的可行性和有效性。

Abstract:Road compilation is a key step to guiding the implementation of military construction and development plan. To solve the problems of project multi-mode selection,budget multi service balance and revenue optimization in roadmap compilation,this paper establishes a multi-mode project portfolio planning model based on resource constrained project scheduling model,and explores a way of portfolio planning of military construction project. According to the complexity of the model,a simulated annealing genetic algorithm with penalty factor (saga-p) is designed. The heuristic mutation operator is introduced to dynamically adjust the selection probability based on individual fitness and evolution algebra. At the same time,the balanced penalty factor is introduced to ensure the quality and efficiency of the algorithm. Finally,the feasibility and effectiveness of the algorithm are verified by simulation experiments.
