扬州市智慧排水安全综合监管平台设计与实践

摘    要:为解决排水业务中面临的数据分散孤立、标准不一、不能共享,主管部门无法进行及时科学监管, “云上扬州”基础数据库缺失排水行业数据等问题,利用云平台、视频监控、城市排水模型等技术,经过实地调研,多方座谈,制定数据标准,采用互联网、专线、电子政务网混合组网的网络方案,汇聚泵站、污水厂在线数据及实验室检测数据,集成气象、水利、排水管线、CCTV 检测结果、排水户等基础信息,开发 1 套智慧排水安全综合监管平台。平台具备接入多元异构数据、查询统计、水质管理、预报预警、模拟仿真、数据共享、 应急处理、远程调度指挥等功能,为主管单位提供数据和功能支撑,实现监管体系标准化,从线下监管转变为线上监管,从人工监管转变为智慧监管,从各自为政的监管转变为跨地域协同联动的监管。

Design and practice of Yangzhou intelligent drainage safety comprehensive supervision platform

Abstract:In order to solve the problems of scattered and isolated data, different standards, unable to share, and the inability of competent departments to conduct timely and scientific supervision in the drainage business, the "Yangzhou on cloud" basic database lacks drainage industry data, etc., we use cloud platform, video monitoring, urban drainage model and other technologies, through field research, multi-party discussions, formulate data standards, and adopt the network scheme of mixed networking of Internet, special line, and e-government network, Gather online data and laboratory testing data of pump stations and sewage plants, integrate basic information such as meteorological water conservancy, drainage pipelines, CCTV testing results, drainage households, and develop a set of intelligent drainage safety comprehensive supervision platform. The platform has the functions of accessing diverse and heterogeneous data, query and statistics, water quality management, prediction and early warning, simulation, data sharing, emergency treatment, remote dispatching and command, and provides data and functional support for competent units. Realize the standardization of the supervision system, from offline supervision to online supervision, from manual supervision to intelligent supervision, from independent supervision to cross regional collaborative linkage supervision.
