| Abstract: | It is of great economic and political importance to promote the incorporation and activation of idle assets in storage. It is suggested in this paper that government regulation should play a leading role in the process, supported by market regulation. It is also proposed that handling the present problem should go accordingly with the perfection of the market regulation system of the economic development. |
