摘    要:目的 提升国家自然科学基金申请书形式审查工作(以下简称形审)的效率和准确率。方法 利用国家基金网络信息系统(以下简称系统)的依托单位人员大数据和Adobe Acrobat Pro软件的PDF包功能可以对申请书中的各类问题进行快速批量检索和审核。结果 往年形审中,我们根据形审问题列表逐项审核国家基金申请书的PDF电子版或纸版。形审人容易因疲劳而遗漏审核,造成申请人多次修改。依托上述2项技术,我们重新规划并构建了3个层次的形审流程,减轻了形审人审核负担,极大的提升形审的效率和准确率。结论 善于发现和利用恰当的工具会给枯燥的管理带来令人惊喜的效率提升。

Practice and exploration of University of Science and Technology of China in improving efficiency during formality examination of the National Natural Science Fund Project

Abstract:Objective To improve the efficiency and accuracy of formality examination of the National Natural Science Fund Project (hereinafter referred to as formality examination). Methods According to the practice, we find that Combine Files of Adobe Acrobat Pro software, which relies on the large data of internet based Science information system (hereinafter referred to as the system) can quickly search and examine the various problems in the application. Results In previous years, we examined the PDF version or hard copy of the application form of NSFC according to the list of questions about formality examination. It is easy for the examiner to miss the examination due to fatigue after long time working which resulted in many amendments by the applicant. Relying on the above two technologies, we redesigned and constructed a three level formality examination process, reduced the burdens of examiner, and also greatly improved the efficiency and accuracy of formality examination. Conclusions Finding and using the right tools can lead to amazing productivity gains in boring management.
